Intel is trying to catch up with other companies when it comes to mobile phone and the last three years has seen them invest $10 billion in an attempt to catch up. They have however had a change of heart and are backing away and will no longer produce smartphone processors. Jan Dawson of Jackdaw Research states that they lost at least the $10 billion, and some of this was as payments to the device manufacturers who chose to install Intel. The future sales hoped for did not happen and the right decision was made when they pulled out.
12,000 employees are expected to be taken from the payroll, and many will have been involved in the mobile chip side. Some targets have been met recently, but not enough to save jobs and Intel are still keeping a link to phones by entering the market for modem chips and may have been successful when it comes to getting wok from Apple.

Intel is still going to be providing chips to be placed in tablets, but it is going to be machines that are going to be in the PC market rather than Android one. If they intend to re-enter that market, it is going to be quite a few years in the future as that is when there are likely to be 5G and the chance to get a share of the market.
According to Dawson Intel are being pragmatic and keeping what they have such as Data Centers before trying to move on to other things.
